I have not heard of him, can't really tell where in Syria he is cause it's dark in the middle.

Never heard of this maker also (I didn't know that the name William was given in Syria?).
I guess the year is 1396 hijra, so it is 36 years old..

Well the name would imply that he's a Christian Syrian.
As for the date, I would lean towards 1996, 15 years old oud only...
the hijri or hijra calender is not commonly used in Syria and I really doubt it was used here...

its looks ?
