risha markings?

Hello everyone!

I've started looking at sheet music in Jamil Bashir's Oud Method book, and I'm seeing these up/down markings for the risha above some notes. (This is vol.1 p.37 Bashraf Rast)

I know what these markings mean, but I don't understand why there are multiple above singular notes. Does this mean that I play a note twice in the span of its length?

Does it apply implicity for all notes, even ones that don't have these markings (like the quarter note at the beginning of the line)?

And why are the patterns a bit unintuitive? Is it so that you reach the next note on a downstroke? (if so, why are there three downstrokes in a row in the second measure?)

Finally, are these just interpretive marks or are they a true part of the piece?
