Tawfiq al-Sabbagh's book was never reprinted after it was issued in 1950. It would be a miracle to find an original copy now. Maybe an academic library in Spain has a copy that you can use. Good luck.

By the way, are you interested in the text or in the music notations in the back of the book?

Yes, al-Sabbagh analyzes many Arab maqams, using commas rather than quarter tones to measure their intervals. Based on his experience as a violin player he makes some interesting suggestions about small microtonal adjustments in intonation that musicians can make to increase the beauty of the music during performance. You will find that his intervals are generally in line with those used in Turkish music.
