Your notation is not clear, if you're referring to intervals, then the octave doesn't match the starting point. To clarify, here's what I think you
meant, in the key of D:
D E1/2b F Gb A Bb C#
There's no maqam with that structure in use in Arabic music. Possibly in Turkish music, they have additional ones.
But I suspect that you're talking about Saba, which is:
D E1/2b F Gb A Bb C Db
Which is a very common maqam.

Yeah, a bit incomprehensible... but taking a stab at revising Brian's idea... it begins with a 1, a whole step?
