I'm not sure about the exact defintions, and I state what follows in all humbleness, but the numbers indicate the difference between the notes in terms of tones.

The interval between A and B, for example is a tone.
The interval between A and Bflat or Bflat and Bflat and B is a semi-tone.

This wiki article here seem to discuss this more formally.

http://en.wikibooks.org/wiki/Music:Scales_and_Intervals

In arabic and turkish music, you'd find further divisions of a tone, hence you'd find quarter tones. In maqam world, a reference of a quarter (1/4) is such. There's also the three quarters (3/4) which refers to 3/4 quarters of a tone.

However, it is my understanding that the divisions are not as straightforward, since you'll find subtle intonations to reference note. It is hence that there is a great emphasis on aural education when it comes to Arabic and Turkish scales.

It is also my understanding that microtones (intervals smaller than a semitone) are found in celtic, greek, indian and chinese music.
