Which software can I use to compress mp3 to under 1M?

Mike recommended sound-forge but it's too heavy and big for my computer, I only need something that can make my files smaller so I can upload them.

Thanks.

How about Adobe Audition? I've never used it but you may also want to try Audacity http://audacity.sourceforge.net/

I already use audacity for recording but I didn't know you could use it to compress files. How do I do it, simply lower the bitrate and convert the file to mono? I doubt that would make a drastic change but I will try. Or is there a better way?

I use SoundTaxi to get a lower bitrate.
