In Turkey, the most talented oud players are Coskun Sabah, Necati Celik, Yurdal Tokcan, Osman Nuri Ozpekel. Those are the names I can tell on top of my head. I might be missing many of them..

I forgot to type yorgo bacanos too.. Along with Serif Muhittin Targan, they opened new frontiers in oud playing.. Pushing the instrument to the limit. All these players studied their techniques.

One of my favourite turkish oud players would have to be Mehmet Emin Bitmez, he has what I would say a very traditional style that best represents the turkish school of playing.

Necati Celik, Yurdal Tokcan, Cinucen Tanrikorur, Yorgo Bacanos, Osman Nuri Ozpekel, Sedat Oytun, Yildiran Guz, Gulcin Yayha (student of Cinucen), Munir Nurettin Beken. Probably the main big names.

Some guys not yet mentioned from what i can see:

Nevres Bey - early 1900s, amazing player and composer
Udi Misirli Ibrahim - great player and composer
Udi Hrant - great player and composer as well
Marko Melkon

man, all of these guys composed in addition to being amazing players...

Bacanos - lots of sarkilar
Nevres Bey - very nice Huzzam Saz Semaisi and i believe some sarkilar
Udi Hrant - sarkilar
Misirli ibrahim - sarkilar and saz semaisi
Cinuçen Tanrikorur - lots of everything
Targan - bunch of different things

the list would go on but they are at least the biggies.

It's amazing when you think about Cinuçen, prolific and master composer, knowledge of makam, taksim, technique on the ud and all self taught. yikes!

For players of today, Necat Çelik is just incredible to hear and see.

So to summarize, (as per order of appearance in previous posts)

Coskun Sabah,
Necati Celik,
Yurdal Tokcan,
Osman Nuri Ozpekel
Munir Nurettin Beken,
Cinucen Tanrikorur
Mutlu Torun
Kadri shankalar
yorgo bacanos
Serif Muhittin Targan
Ilyas Tetik
Samim Karaca
Mehmet Emin Bitmez
Sedat Oytun,
Yildiran Guz,
Gulcin Yayha
Nevres Bey
Udi Misirli Ibrahim
Udi Hrant
Marko Melkon
Targan
Necat Çelik

It makes 22 oudists

May be we can precise even more by listing, within the turkish space, the oudists whom backgrounds are armenian, kurdish, azeris, jewish etc etc etc....

Me i have 2 questions,
1- was Tanburi Cemil Bay an oudist or just composer??
2- Fm the famous ottoman harem where women played during centuries the oud, are there records on any famous oudist woman?

And to finish, a long composition (8 mnts) played by a boy, (and a kamandje), a little bit stressed, but very seriusly and classically and smartly. not really technically great, just notes one after the other, but nice composition of great composer Tanburi Cemil Bey. What impressed me is that this long piece is almost learned by heart.

Tanburi Cemil Bey was a master of many instruments, notably Tanbur (thus "Tanburi" Cemil Bey), Kemençe, lavta, yayli tanbur, chello, and he was recorded playing on all of those instruments. CD liner notes also say he was a virtuoso on other instruments but i can't remember what off-hand (zurna? clarinet?).

It's never mentioned that he played ud.

He was a very important composer for the early 20th century, here is just a sampling:
