the note husseini in makam segah


hello, i'm learning this famous segah pesrev by Yusuf Pasha, and i noticed that the note husseini is always flattened by one comma. as far as i knew segah's scale is made of segah on the note segah and rast/buselik on neva, with the note husseini not flattened.

is it always played flattened one coma? do you think there is a connection to arabic segah baladi?

and about usul devr-i kebir, i've seen it in some old thread described as being broken up as (6/4 + 4/4 + 4/4 + 4/4) x2, but for example in this video (http://www.youtube.com/watch?v=yFy2S1ki-2E) the percussion is simply playing 4/4 for seven bars, making 28/4. is the usul being played in this video not really devr-i kebir?
