I know that Halil Kandirali (sp?) teaches in Istanbul. I don't have his contact information, but he's well known in the city.
Goksel Baktagir might also teach, though I am not sure. Both are fabulous players.

You can also try contacting Halil Karaduman, who is the most techically proficient kanoun player I've ever heard (live or recorded).

So far, the English version of his web site is not up.
Ahmet Meter is another top-notch Turkish kanoun player, but he doesn't seem to have a personal presence on the internet.
