I dont know what kinda oud you are looking for. But I think that the Tayar brothers are in Montreal..

They are luthiers from iraq. They come from a musicians family (their father was a well known singer in traditional iraqi music).
They are known to be very good. But since you are looking for a syrian oud, I guess they are not intresting to you.

The Tayyar brothers seem to be very good oud makers. They dont seem to have a website though.
