According to the CD liner notes the composer is unknown. Here are the complete notes:

actually it is oftenly referred as anonym but seems it was composed by the Mulla Othman al Musly (الملا عثمان الموصلي )
Check with the arabic writing on youtube, you'll find others works from him

I post again the score Jody because I don't succeed to access the file you download

Hello suz_i_dil,

Thanks for posting the score. I did not post a link and did not download or upload any file. I just typed the written words on the subject of this bashraf that were printed in the CD booklet (called "liner notes", which are actually descriptive words, not "notes" in the musical sense). The "complete notes" I referred to are a total of five words and the 4/4 time signature.

thanks everyone for the file and the infos

Mullah Uthman Al Mausili (I guess it means from Mosul) is an important figure in Iraqi music
I think he also composed Fog El Nakhal...
