Well somebody must have had a reason for writing it that way, and saw it as being in a maqam with a flattened fourth. Which seems a bit weird to me.
Is there a maqam that has a scale like that?

Although most people consider it a Hijaz song, I think the guy is right to notate this way, It is the "Saba zamzama" maqam which Saba with a flat E
The whole mood of the song is Saba.
