How to avoid string buzz on oud-like instrument?


Hello!
I've just finished building of oud-like instrument: scale length is like that of arabic oud, but body is smaller and therefore neck is taller. Also it has fingerboard. In general I pleased with result but it has annoying buzz on fingered 1st, 2nd and 3d courses. What can I do to avoid (or at least to do it less) this buzz? I see following solutions:
1) increasing strings action (definitely not the best solution)
2) make a hollow (saddle) along the entire length of the fingerboard (like that on violins).

But I'm not sure anyway.

I would be grateful for any advice!
