I once exchanged e-mails with the Iraqi oud builder, Yaroub Fadhel Muhammad, and he was living in Tunisia and working at a conservatory there. I
don't seem to have the contact info anymore.
I just Googled "Conservatoire Tunis" and found:

I don't recognize any of the conservatories named as Yaroub's, but several look interesting, and there is some kind of contact e-mail.

There are many "associations" in Algeria which produces and teach the north african classical music (çana'a, malouf, gharnati and derivatifs).

I heard about a school of Nassir Shamma in Algeria. It seems it is in Constantine.
Here is an adress I found

In fact it is the address of the Conservatoire de Tunis.
