I know of two places that give oud lessons in Toronto, though I have not taken any with either of them.

http://www.elitemusic.ca/2008/06/16/oud-lessons-oud-tips/

and

http://www.arabesquedance.ca/academy-13.php

The latter establishment is the only place in Toronto where I managed to track down and buy an oud (you'd think with the Middle Eastern population here it would be easier...) and I also have seen George Sawa, the qanun expert there, play and can vouch that he is great, so maybe the oud instruction is good too.

Hope that helps.

I know the violin player in Arabesque he is great on maqamat and he is really technical.
I think Georges Sawa and Bassam Bishara could be great to talk to as well for lessons.
Bassam sings nicely too.
